NHQB appointed as Code Operator for Shared Ownership Code

The New Homes Quality Board (NHQB) has been appointed as the Code Operator for the Shared Ownership Code, which was created by the Shared Ownership Council and piloted with eight registered housing providers.

The Code is designed to support shared ownership customers throughout their homebuying journey and promotes best practices for housing providers. This marks a significant step in strengthening consumer protection and raising standards for this tenure.

NHQB was selected as the Code Operator due to its proven governance, infrastructure, and experience in administering the New Homes Quality Code (NHQC), which already covers over half (56%) of all new-build homes in the UK for private sale.

To manage the Shared Ownership Code, NHQB has created a dedicated subsidiary with its own Board. Ann Santry, who chaired the Shared Ownership Council, will temporarily serve as Chair of the Shared Ownership Code and also sit on the NHQB Board for a period of three months.

Bernie Conroy, the industry consultant who co-led the Code’s pilot and engaged with providers, will also support for three months. NHQB is currently recruiting new employees with sector experience to bolster its team with additional skills to operate the Code.

Advisory panels will also be established to ensure ongoing engagement with housing providers, consumers, and other key stakeholders.

Ann Santry, Chair of the Shared Ownership Council, said: “We are confident that the Code will be in safe and capable hands with NHQB. Our shared values, combined with their experience, infrastructure, and governance, will ensure effective implementation and better outcomes for current and future shared owners. I look forward to working with NHQB over the next few months to support the transition and to encourage more providers to adopt the Code.”

Emma Toms, Chief Executive of NHQB, said: “Our top priority is ensuring a smooth transition that builds confidence among providers and delivers the protection shared owners rightly deserve. NHQB brings a strong track record and deep expertise from implementing the New Homes Quality Code, which already covers more than 56% of all new build private homes across Britain.

“We are excited to apply this experience to the Shared Ownership Code, helping to raise standards and ensure shared homeowners benefit from the same high levels of quality and protection. With our support, we are confident the sector can improve housing quality, customer care, and satisfaction.”

The Shared Ownership Code and the New Homes Quality Code are separate codes for different housing tenures. This appointment will not impact the New Homes Quality Code.
